Blizzard announced that D2R Items is still getting Set Items, though you'll most likely wait until post-launch to use them in-game.
Director for games Joe Shely explains during a recent roundtable interview that reimaging sets in a way that suits Diablo 4 properly wouldn't be feasible until early next year. However, the team is considering the possibility of incorporating them into the live-streaming service.
"As we've worked on the game, we realized that we could develop sets in a different style that's similar to what we've experienced previously in Diablo 3. However, we'd like more time before we could get them in a way that would work well with the rest of Diablo 4, so you won't find them in the initial launch within the game." Shely explains. "We think sets are awesome, and we'd like to get them right, therefore, we're looking over for our Live service."
